What is the T2L?

In the European Union, the T2L is the document used to verify that products have EU status. It is used in maritime transit between the ports of EU member states and also in air transport. As specified in the Customs Code of the Union, it is necessary to explain the Community status of products through the document. This document is presented to the corresponding European customs offices, which authenticate the Community character of the products going to or arriving from a part of the EU customs area. In Spain, the T2L must be presented at the Customs and Special Taxes Department of the Tax Agency.

 

It is also available in an electronic format known as e-T2L, which must be filed electronically at customs. Electronic filing at the relevant customs office replaces the paper filing of the document, eliminating the need for traders to physically travel to customs. Customs immediately issues the visa for EU products and verifies the certificate. The e-T2L streamlines the exchange of EU products between EU Member States, benefiting both traders and Customs.

 

The T2L is presented to European Customs, which certifies the EU status of products traveling from one country of origin to another within the EU.

 

Before validating it, customs will perform a control and establish a random filter that will assign a channel to the document:

  • Green channel: no physical or documentation control is required.
  • Orange channel: a strictly documentary examination is carried out without checking the goods.
  • Red channel: involves a physical examination of the goods, including visual and physical identification and a review of the accompanying documentation.
